Mayor Clary called the meeting to order, roll call was taken by the Clerk; Council members present were Kim Hill, Diane Berg, Gary Ventress and Jimmy Brown, followed by the pledge of allegiance.
Mayor Clary stated that he was adding an executive session to the agenda. He stated that the reason for going into the executive session was Id code 67-2345(b). Councilman Brown moved to go into the executive session as per the code stated, seconded by Councilwoman Berg and a roll call vote was taken, with Councilmembers Hill, Berg, Ventress and Brown all voting aye. Mayor Clary than requested that Officer Wise escort the citizens out of the room. Id Code 67-2345(b) states to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student; discussion by council. Councilwoman Berg moved to return to the regular meeting, seconded by Councilman Ventress and a roll call vote was taken, with council members Brown, Ventress, Berg and Hill all voting aye.
There were three sets of minutes, one regular and two workshops. Councilman Ventress moved to approve the minutes, seconded by Councilman Brown and a roll call vote was taken. Council members Hill, Berg, Ventress and Brown all voting aye.
Financial statement and accounts payable, Councilwoman Berg moved to approve and pay, seconded by Councilwoman Hill and a roll call vote was taken. Council members Hill, Berg, Ventress and Brown all voting aye.
Terry Schlabs: requested a five year extension on reimbursement Resolution #06-09-12A, Councilwoman Berg moved to approve the five yr. extension, seconded by Councilman Ventress and a roll call vote was taken; councilman Brown Abstained, Council members Ventress, Hill and Berg all voting aye. He also requested the number of sewer hookups left; Mayor Clary stated that there were about 250. Terry also wanted to know when the streets in his area were going to be done/chip sealed and relayed to the Mayor and Council how dusty it is over where his business is. Could the City water or oil or do something to control the dust?
Councilman Ventress moved to adopt the Tentative Budget and set the budget Public Hearing for August 30 at 6:30pm, seconded by Councilwoman Hill and a roll call vote was taken. Council members Hill, Berg, Ventress and Brown all voting aye.
The land where the sewer lift station is located in R-Ranch was never deeded over to the City as agreed, and it has changed owners and has been taken over by the bank (foreclosure). The bank has agreed to sell the one acre lot, with utilities, to the city for $10,000. Councilman Ventress moved to purchase, seconded by Councilwoman Berg and a roll call vote was taken. Council members Brown, Ventress, Berg and Hill all voting aye.
Truck replacement: The insurance company has agreed to pay the agreed amount for the stolen/wrecked truck, and it was previously agreed to purchase a truck for the street department. The Mayor was asking approval for the purchase of two (2) trucks for the maintenance departments (water & streets) not to exceed $35,000, motion by Councilman Ventress to approve, seconded by Councilwoman Berg and a roll call vote was taken. Council members voted as follows; Hill abstain, Berg aye, Ventress aye and Brown nay.
Kathy Graf of the Historical Society talked to the Council about putting up a sign board listing all the names and location of those interned there. They would like help with the cost of the project, Council told her that when they have specific costs they could come back and ask then.
Mick Jackson updated the Council on the Bluz fest and was still working on the electrical.
Marc Kroetch presented the P&R report, things going well, swim lessons were a success, lots of fun things planned for the Labor Day weekend.
Officer Wise passed out the Police Report prior to the meeting.
Councilman Ventress moved to adjourn the meeting, seconded by Councilman Brown and a vote of aye by all. Mayor Clary closed the meeting and then ask if any citizens had questions or comments.
