The meeting was called to order by Mayor Clary, followed by the Pledge of allegiance.  Roll call was taken by the Clerk; Council members present were Kim Hill, Diane Berg, Gary Ventress, and Jimmy Brown.

 

The minutes of the regular November meeting were approved in a motion by Councilman Brown, seconded by Councilman Ventress and a vote of aye by all.

 

The Financial statement and accounts payable were reviewed by the Mayor and Council.  Councilwoman Berg moved to approve, seconded by Councilman Brown and a roll call vote was taken.  Council members Hill, Berg, Ventress and Brown all voting aye.

Liquor License Renewal; Councilwoman Berg made a motion to renew the liquor license for the following businesses: Linger Longer Lounge, White Horse Saloon, Jo’s Hole, La Sierra, Spirits Mini Stop, 4th & Main Pizza, Millers Food City and Conoco, seconded by Councilwoman Hill and a roll call vote was taken.  Council members Brown, Ventress, Berg and Hill all voting aye.

Steve and Karen Dunbar requested a beer and wine license for their new restaurant on the corner of 5th Ave and Jefferson Street; (formerly the Hog & Jog ) name to be Annie’s Country Kitchen. Councilman Brown moved to approve the license, seconded by Councilman Ventress and a roll call vote was taken with Councilmembers Hill, Berg, Ventress and Brown all voting aye. (Attached)

Election Results: Councilwoman Berg moved to accept the County Commissioners Canvas of the election votes, seconded by Councilwoman Hill and a vote of aye by all. (see attachment)

Mayor Clary appointed Becki Gaddum, John DeBernardi and Terry Robinson to an additional three year term on the P&Z Commission. Councilwoman Berg moved to approve the appointments, seconded by Councilman Ventress and a vote of aye by all.

Mayor Clary asked the Council to consider purchasing the S.L. Pawn building, hoping to pay $140,000, for a new City hall.  Reasons to purchase the building would be; building large enough to hold City Council meetings, better parking, room for the Police department to expand into old City Hall, would free up Community Center for other meetings, good location being near Post Office and Fire Department.  Councilman Brown suggested using the Woolen-Brown Bldg.  It was also suggest to compare the cost of remodeling both of the buildings to meet codes, Mayor to bring back numbers to Council.

Councilman Brown made a motion to postpone the decision on the Spirit Lake Industrial Park until the January meeting, seconded by Councilwoman Berg and a vote of aye by all.

It was moved by Councilman Brown to set the public hearing for the P&R rate schedule resolution for our January Meeting, seconded by Councilman Ventress and a vote of aye by all.

Heather Riney, the city P&R director, gave an update on the activities just finishing and starting.  The Winter Fun Fest is set for the last Saturday in January; she also has adult volley ball and dodge ball starting soon.

Mayor Clary appointed Kim Harlow, Mike Clary and Shelly Nave to the P&R Board for three years each.  Motion to approve appointments by Councilman Brown, seconded by Councilwoman Hill and a vote of aye by all.

Chief Lawless presented the Police report, Officer Sudol resigned and the new officer to replace her is Daniel Koontz.  Holiday for/with Hero’s was a success; they helped five children and their families.

Councilman Ventress moved to adjourn the meeting, seconded by Councilman Brown and a vote of aye by all.  Mayor Clary closed the meeting at 7:30 pm.
